National Public Health Center under the Ministry of Health 

Competent authority of the Republic of Lithuania for implementation of the tasks for national competent authorities set in Regulation (EU) No 528/2012:

- provides information on benefits and risks of biocidal products and ways to reduce their usage to public;

- receives notifications from authorisation holders about placing on the market of biocidal products authorised according to simplified procedures;

- authorises biocidal products, including authorisation according to simplified procedures and mutual recognition of authorisation; issues paralel trade permits, with the exception of product-types and usage purposes that are the competence of State Food and Veterinary Service; decides on permission or prohibition to use unauthorised biocidal product or not approved active substance only to be used in biocidal products for experiments or tests for the purposes of research and development;

- registers the decisions in the Register for biocidal products;

- according to competence of regional public health centres exercise surveilance if used biocidal products are legalized, if biocidal products are used according to conditions set in authorisation certificates or permissions, if manufacturers of biocidal products maintain on paper or in electronic format documentation about manufacturing process relevant for the quality and safety of biocidal products and store production samples;

- take provisional measures according to safeguard clause on submission of State Food and Veterinary Service, State Non Food Products Inspectorate under the Ministry of Economy, Environmental Protection Agency;

- and exercise other tasks set by Decision No 686 of 24 July 2013 of the Government of the Republic of Lithuania On implementation of Regulation (EU) No 528/2012 of 22 May 2012 of the European Parliament and of the Council concerning the making available on the market and use of biocidal products.

State Food and Veterinary Service

Authorises biocidal products, including authorisation according to simplified procedures and mutual recognition of authorisation; issue paralel trade permits: all product-type 3 (veterinary hygiene) biocidal products, product-type 4 (food and feed area) biocidal products that are intended only for feed or animal drinking water area, product-type 14 (rodenticides) biocidal products that are intended only for animal housing and transportation, product-type 18 (insecticides, acaricides and products to control other arthropods) biocidal products that are intended only for veterinary hygiene purposes directly on skin or in animal housing and transportation area, product-type 19 (repellents and attractants) biocidal products that are intended only for animal housing and transportation area, product-type 22 (embalming and taxidermist fluids) biocidal products that are intended only for animal corpses or parts thereof;


- according to competence exercise surveilance if used biocidal products are legalized, if biocidal products are used according to conditions set in authorisation certificates or permissions, if manufacturers of biocidal products maintain on paper or in electronic format documentation about manufacturing process relevant for the quality and safety of biocidal products and store production samples;


- gives proposals to take provisional measures according to safeguard clause;


- exercise other tasks set by Decision No 686 of 24 July 2013 of the Government of the Republic of Lithuania On implementation of Regulation (EU) No 528/2012 of 22 May 2012 of the European Parliament and of the Council concerning the making available on the market and use of biocidal products.


Remark. The assessment of applicants and documents received is made at the National Food and Veterinary Risk Assessment Institute (subordinate institution to State Food and Veterinary Service Republic of Lithuania).

Exercise surveilance if requirements of Regulation (EU) No 528/2012 concerning biocidal products advertising are met.

According to competence exercise surveilance:
- if placed on the market biocidal products are legalized,;
- if placed on the market biocidal products are classified, packed and labelled according to requirements of Regulation (EU) No 528/2012;
- if active substances in treated articles placed on the market are included into Annex I of Regulation (EU) No 528/2012 or into the Union list of approved active substances and if conditions set in the mentioned Annex or List are fulfilled;
- if placed on the market treated articles are labelled according to requirements of Regulation (EU) No 528/2012;
- if authorisation holders maintain documentation about biocidal products that they are placing on the market;
- if manufacturers of biocidal products maintain on paper or in electronic format documentation about manufacturing process relevant for the quality and safety of biocidal products and store production samples;
gives proposals to take provisional measures according to safeguard clause.


Customs of the Republic of Lithuania

According to competence exercise surveilance if biocidal products imported from third countries are legalized.


State Labour Inspectorate of the Republic of Lithuania

According to competence exercise surveilance if biocidal products are used according to special conditions to protect workers health and safety set in authorisation certificates or permissions.
