Stricter Odour Concentration Limits to Apply from January 2026 – Companies Must Update Permits
The National Public Health Centre (NPHC) reminds that from January 1, 2026, a lower permissible odour concentration will take effect in residential areas in Lithuania: 5 European odour units (OUE/m³). Currently, the limit is 8 European odour units. This stricter limit is being introduced to better protect residents from odours generated by economic activities. The change is established by an order of the Minister of Health, which amends Lithuanian hygiene standard HN 121:2010 Odor concentration limit in residential air.
Companies whose activities generate odours must update their existing Integrated Pollution Prevention and Control (IPPC) permits or Pollution Permits, specifically the "Odor Management" section, if stricter or additional odour management conditions are required under the new standard. NVSC specialists have already informed economic operators and the Environmental Protection Agency about the permits that must be amended due to the new odour concentration limits. The economic operators concerned are required to complete the permit updates by the beginning of 2026.
