What are present restrictions on the entry of foreigners into Lithuania?

In accordance with the Resolution of the Government of the Republic of Lithuania declaring a state of national emergency no. 152, the crossing of the state border is restricted by prohibiting foreigners from entering the Republic of Lithuania. This prohibition does not apply to:

2.3.1. citizens of the European Economic Area, the Swiss Confederation, the United Kingdom of Great Britain and Northern Ireland, The Principality of Andorra, the Principality of Monaco, the Republic of San Marino and the Holy See (Vatican City State),the Republic of Albania, the Republic of Armenia, the Faroe Islands, the State of Israel, the United States of America, the United Arab Emirates, the Republic of Montenegro, the Republic of Lebanon, the Republic of Moldova, the Kingdom of Morocco, New Zealand, Panama, The Republic of Macedonia, Taiwan, the Kingdom of Thailand, the Republic of Tunisia, the Republic of Togo, the Republic of Turkey, Ukraine, the Oriental Republic of Uruguay, the Republic of Cape Verde, of the countries,  which are included in the EU-level list of third countries*, for the residents of which temporary restriction on non-essential travel to the EU should be lifted at external borders, and  persons lawfully residing in these countries;

2.3.2. foreigners who hold a document confirming their right to reside in the Republic of Lithuania, or in whose respect the Migration Department under the Ministry of the Interior of the Republic of Lithuania has adopted a decision to issue a document confirming the right to reside in the Republic of Lithuania or sent a notice within the set term to submit the original documents and biometric data required for the decision to issue a document confirming the right to reside in the Republic of Lithuania, and foreigners who are the spouse, a person with whom a registered partnership agreement has been concluded (hereinafter - partner), close relative (parents (adoptive parents), children (adopted), grandparents, grandchildren , siblings) (hereinafter referred to as "close relative"), including close relatives of the spouse or partner, or guardian of a citizen of the Republic of Lithuania or of an foreigner who has a document confirming the right to reside in the Republic of Lithuania,
 2.3.3. foreigners who hold a national visa of the Republic of Lithuania, or in whose respect the Migration Department under the Ministry of the Interior of the Republic of Lithuania has adopted a decision to issue a national visa;
2.3.4. persons enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961), the Vienna Convention on Consular Relations (1963) and under other international agreements and legislation of the Republic of Lithuania, their family members  (spouse or partner, children (adopted), parents (adoptive parents), guardians (hereinafter - family members), other close relatives of a person and / or spouse or partner,  and their service personnel, also members of official delegations;
2.3.5. persons serving in the military units of NATO and of NATO countries and their service personnel,as well as their family members and other close relatives;

2.3.6. crew members, who are employed in Lithuanian companies engaged in international commercial transportation, or who carry out international commercial transportation by all the means of transport, also seafarers;

2.3.7. health professionals arriving into the Republic of Lithuania for the provision of health care services;

2.3.8. high-performance athletes, specialists of high-performance sports and physical activity, instructors of high-performance sports and physical activity, and their family members, competition judges and other obligatory competition staff, sports medical staff, who come to the Republic of Lithuania at the permission of the Minister for Education, Science and Sport of the Republic of Lithuania for the preparation for and participation in high-performance athletic competitions;

2.3.9. artists coming to the Republic of Lithuania at the permission of the Minister for Culture of the Republic of Lithuania for the participation in professional artistic events, and their service personnel;

2.3.10. journalists coming to the Republic of Lithuania at the permission of the Minister for Foreign Affairs of the Republic of Lithuania;

2.3.11 other exceptional cases, where foreigners are allowed entry to the Republic of Lithuania based on an individual permission by a minister holding the jurisdiction in the respective realm;

2.3.12. persons in transit through the territory of the Republic of Lithuania:

2.3.12.1. returning to their country of residence;

2.3.12.2. for whom the motivated request of a foreign state is issued;
2.3.12.3. who use facilitated transit of persons from the territory of the Russian Federation to the Kaliningrad region of the Russian Federation and back. This transit of persons by rail shall be carried out only through the Kena Railway Border Control Point and the Kybartai Railway Border Control Point under the conditions established by the Minister of Foreign Affairs of the Republic of Lithuania;
2.3.12.4. foreigners traveling on the transit trains specified in Sub-paragraph 2.3.12.3 of this Resolution without the right to disembark and to board in the territory of the Republic of Lithuania (the persons specified in Sub-paragraphs 2.3.1, 2.3.4, 2.3.8–2.3.11, 2.3.15–2.3.16 and 2.3.18 of this Resolution have the right to disembark at the railway border checkpoints of the Kena and Kybartai);
2.3.12.5. foreigners holding a long-stay national visa issued by one of the Schengen States applying the Schengen acquis in full and going to the Schengen State which issued the long-stay national visa;
2.3.12.6.  family members traveling with or joining the citizens of the European Union, the European Economic Area or Switzerland (spouse, person with a registered partnership agreement (hereinafter "partner"), direct descendants or dependents under the age of 21, including the descendants or dependents of the spouse or of the registered partner, direct dependent relatives in the ascending line, including relevant relatives of the spouse or of the registered partner);

2.3.13. foreigners coming to the Republic of Lithuania for study purposes, admitted to study according to the study program (s) or doctoral studies in Lithuanian research and study institutions that ensure the requirements set by the State-level Emergency Operations Manager regarding isolation of foreigners coming for study purposes;

2.3.14. foreigners arriving at training organizations approved by the competent authority operating in the Republic of Lithuania or organizations using simulated flight simulators to participate in training for aviation specialists, at the invitation of these organizations;
2.3.15. foreign investors coming to the Republic of Lithuania with the permission of the Minister of Economy and Innovation, when the approval of the public institution specified in Paragraph 4 of Article 13 of the Law on Investments about the intended investments of foreign investors in the Republic of Lithuania not less than those specified in Item 6 of Paragraph 1 of Article 13 of the Law on Investments is submitted;

2.3.16. foreigners arriving to the Republic of Lithuania for special humanitarian reasons, with the permission of the Minister of the Interior of the Republic of Lithuania, when a motivated proposal of the Minister of Foreign Affairs of the Republic of Lithuania or his authorized person regarding the entry of these aliens into the Republic of Lithuania has been received;

2.3.17. foreigners coming to the Republic of Lithuania to participate in the funeral of a spouse, partner, close relatives, including close relatives of the spouse or partner, or a guardian;

2.3.18. foreigners arriving at the intelligence institutions of the Republic of Lithuania for purposes related to ensuring national security, with the permission of the Minister of National Defence of the Republic of Lithuania or the Director of the State Security Department of the Republic of Lithuania, respectively;

2.3.19.  foreigners holding a medical document, a country-specific vaccination certificate, an international vaccination certificate or an European Union digital COVID certificate prepared in accordance with the requirements of the European Commission confirming the following:
2.3.19.1. full vaccination with one of the COVID-19 vaccines (“COVID-19 Vaccine Janssen”, “Comirnaty”, “Spikevax”, “Vaxzevria”, „Covishield“ or „Nuvaxovid“)  under the vaccination schedule approved by the competent authority of the country where the vaccination was carried out ( the documents  specified in this sub-paragraph must be provided in one of the official languages of the European Union), if at least 14 days but no more than 270 days (270 days term does not apply to persons up to 18 years old) have elapsed since the vaccine dose for COVID-19 disease (coronavirus infection) has been administered  and the person has been vaccinated:
2.3.19.1.1. with a second dose of vaccine, where the vaccination schedule consists of two doses of vaccine;
2.3.19.1.2. with one dose of vaccine, where the vaccination schedule consists of one dose of vaccine;
2.3.19.1.3. with one dose of  vaccine, when the vaccine was administered to a person who has recovered from COVID-19 disease (coronavirus infection) and the diagnosis was confirmed by a positive SARS-CoV-2 PCR test.
2.3.19.2. a person has been vaccinated with  a booster dose of  „Comirnaty“, „Spikevax“ or „COVID-19 Vaccine Janssen“, Covishield“ or „Nuvaxovid“ vaccine.

2.3.20.  foreigners under 16 years of age.
