ENTRY REQUIREMENTS (EN)

Every traveler returning to or arriving in Lithuania by regular, special or charter transport by air, sea, or land, will have to electronically submit their personal data to the National Public Health Centre. This means that before boarding a plane, ferry, bus, or train, a traveler will have to fill in a form on the website of the National Public Health Centre, and present the confirmation received, the QR code, at the time of boarding.

All persons, arriving in Lithuania by car, are obligated to register with the National Public Health Center within 12 hours of arrival.

 

Foreigners arriving from the non-EEA and non-EU countries as well as arriving from the affected countries must self-isolate:

10 days from the date of arrival to the Republic of Lithuania if а laboratory test for COVID-19 disease (coronavirus infection) is not performed
or
until a negative laboratory test for COVID-19 disease (coronavirus infection) is obtained if such a test is performed in the Republic of Lithuania. If a negative laboratory test is obtained, such persons shall no longer be isolated.

 

Upon arrival in Lithuania, the foreigner should call the Coronavirus Hotline tel. 1808 or +370 (5 2) 196 180 or a laboratory performing testing for COVID-19 disease (coronavirus infection) within 24 hours from arrival and register for the test. REGISTER FOR A TEST ONLINE (1808)  

If a negative laboratory test is obtained, such persons shall no longer be isolated but 10 days after arrival in the Republic of Lithuania it is recommended to limit the number social contacts, to abstain from to visiting gathering places (events, shops, museums, catering places, etc.), working people should only go to work and home. When socializing with others, it is recommended to always wear protective equipment covering mouth and nose (face masks, respirators, or other devices), to keep social distancing and maintain other general COVID-19 (coronavirus infection) protective measures.

If you want to change your place of isolation and go to another place of isolation for some reason, you must apply to the NVSC online and obtain the permission before leaving your place of isolation (permission is only issued to go to a place of isolation).

Isolation premises, transportation to isolation premises, transportation to the test site for COVID-19 disease (coronavirus infection) and testing for COVID-19 disease (coronavirus infection) of foreigners arriving in the Republic of Lithuania must be provided and paid for by the employer, inviting person, institution of science and studies and the foreigner him (her)self.

 

Isolation does not apply to these foreigners:
1.    persons enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961), the Vienna Convention on Consular Relations (1963) and under other international agreements and legislation of the Republic of Lithuania, their family members and their service personnel, also members of official delegations;
2.    persons serving in the military units of NATO and of NATO countries and their service personnel, also their family members;
3.    citizens of the European Economic Area, the Swiss Confederation, the United Kingdom of Great Britain and Northern Ireland, the Principality of Andorra, the Principality of Monaco, the Republic of San Marino and the Holy See (Vatican City State) and persons legally residing in these countries, foreigners legally residing in the Republic of Lithuania, foreigners legally residing in countries which are included in the EU-level list of third countries, for the residents of which temporary restriction on non-essential travel to the EU should not be applied, if the countries from and through which they traveled (except for travel by air when not leaving the airport transit zone) 14 days before arrival in the Republic of Lithuania are not included in the list of affected countries;
Isolation does not apply to these persons if they arrived from or traveled 14 days prior to arrival in the Republic of Lithuania (except for air travel when not leaving the airport transit area) through the country, which is included in the list of affected countries, and have negative laboratory test on COVID-19 (coronavirus infection) performed not earlier as 48 hours prior to arrival in the Republic of Lithuania. Even if they have a negative laboratory test, these people are recommended to limit number of social contacts, refrain from visiting gathering places (events, shops, museums, catering places, etc.), working people should follow the work-home routine for 10 days from the arrival in the Republic of Lithuania. When socializing, it is recommended to always wear protective equipment covering mouth and nose (face masks, respirators, etc.), to keep safe social distance and follow other general COVID-19 (coronavirus infection) protection measures.
Isolation does not also apply to these persons in cases provided in Sub-paragraph 11 of the  “Rules for the isolation at home, in another place of residence or in premises provided by the municipal administration of persons with COVID-19 (coronavirus infection), persons suspected of having COVID-19 (coronavirus infection)  and persons who have been  exposed to COVID-19 (coronavirus infection)” (translation available HERE)  (original document – V-352).
4. persons in transit through the territory of the Republic of Lithuania;
5. officials carrying out extradition, persons transfer or takeover tasks;
6. foreign health care professionals who come to a personal health care institution of the Republic of Lithuania to explant (take) donor organs in order to export the organs to the country where the recipient waiting for the organ transplant is being treated;
7. high-performance athletes, specialists of high-performance sports, instructors of high-performance sports, sports medical staff participating in the international tournaments for the organization of which separate international rules on COVID-19 disease (coronavirus infection) management have been established and approved;
8. persons who have a certificate from a personal health care institution stating that the person has recovered from COVID-19 disease (coronavirus infection) not earlier than 3 months before returning / entering the Republic of Lithuania;
9. foreigners arriving at the intelligence institutions of the Republic of Lithuania for purposes related to ensuring national security, with the permission of the Minister of National Defense of the Republic of Lithuania or the Director of the State Security Department of the Republic of Lithuania, respectively.
