ISOLATION EXCEPTIONS

REQUIREMENTS FOR TESTING AND SELF-ISOLATION DO NOT APPLY:

•    to persons in transit through the Republic of Lithuania;

•  to persons who have a certificate from an healthcare institution  proving that they have recovered from COVID-19 disease (coronavirus infection) and the diagnosis has been confirmed on the basis of a positive SARS-Co-V2 PCR test not earlier than 90 days prior to return / entry to the Republic of Lithuania, or for persons  holding an healthcare institution certificate, a national vaccination certificate or an international vaccination certificate stating that the person has been fully vaccinated with COVID-19 (coronavirus infection) vaccine according to the vaccination schedule. The documents mentioned must be provided with a translation into Lithuanian, English or Russian;

•    to crew members working in companies engaged in international commercial transport or performing international commercial transport in all types of vehicles;

•    to citizens of the European Economic Area, the Swiss Confederation, the Principality of Andorra, the Principality of Monaco, the Republic of San Marino and the Holy See (Vatican City State) and persons legally residing in these countries, foreigners legally residing in the Republic of Lithuania, foreigners legally residing in countries which are included in the EU-level list of third countries, for the residents of which temporary restriction on non-essential travel to the EU should not be applied, if the countries from and through which they traveled (except for travel by air when not leaving the airport transit zone) 14 days before arrival in the Republic of Lithuania are not included in the list of affected countries.

ISOLATION IS NOT APPLIED TO PERSONS LISTED IN THIS LIST IF THEY:

have a negative laboratory test  for COVID-19 diseases (coronavirus infection) performed not earlier than 48 hours before returning to / arriving in the Republic of Lithuania, or within 24 hours from arrival in the Republic of Lithuania contact the Coronavirus Hotline tel. 1808 or the institution performing laboratory tests for COVID-19 disease (coronavirus infection) and register for the test. If the test is performed in the Republic of Lithuania, these persons self-isolate up to the negative result of the laboratory test for COVID-19 diseases (coronavirus infection) is obtained:

-    persons enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961), the Vienna Convention on Consular Relations (1963) and under other international agreements and legislation of the Republic of Lithuania, their family members and their service personnel, also members of official delegations;

-   persons serving in the military units of NATO and of NATO countries and their service personnel, also their family members;

- officials carrying out extradition, persons transfer or takeover tasks;
- foreign health care professionals who come to a personal health care institution of the Republic of Lithuania to explant (take) donor organs in order to export the organs to the country where the recipient waiting for the organ transplant is being treated;
-  high-performance athletes, specialists of high-performance sports, instructors of high-performance sports, sports medical staff participating in the international tournaments for the organization of which separate international rules on COVID-19 disease (coronavirus infection) management have been established and approved;
-  foreigners arriving at the intelligence institutions of the Republic of Lithuania for purposes related to ensuring national security, with the permission of the Minister of National Defense of the Republic of Lithuania or the Director of the State Security Department of the Republic of Lithuania, respectively;
- citizens of the European Economic Area, the Swiss Confederation, the Principality of Andorra, the Principality of Monaco, the Republic of San Marino and the Holy See (Vatican City State) and persons legally residing in these countries, foreigners legally residing in the Republic of Lithuania, foreigners legally residing in countries which are included in the EU-level list of third countries, for the residents of which temporary restriction on non-essential travel to the EU should not be applied, if the country from and through which they traveled (except for travel by air when not leaving the airport transit zone) 14 days before arrival in the Republic of Lithuania is  included in the list of affected countries in cases  specified in the Sub-paragraph 11 of the Isolation Rules as follows:

11.1. workers in critical occupations or self-employed persons as it is indicated in the Communication from the European Commissions 2020/C 102 I/03‘Guidelines concerning the exercise of the free movement of workers during COVID-19 outbreak ‘. Workers in critical occupations or self-employed persons include:
11.1.1. Health professionals including paramedical professionals;
11.1.2. Personal care workers in health services, including care workers for children, persons with disabilities and the elderly;
11.1.3. Scientists in health-related industries;
11.1.4. Workers in pharmaceutical and medical devices industry;
11.1.5. Workers involved in the supply of goods, in particular for the supply chain of medicines, medical supplies, medical devices and personal protective equipment, including in their installation and maintenance;
11.1.6. Information and Communications Technology Professionals;
11.1.7. Information and Communications Technicians and other technicians for essential maintenance of the equipment;
11.1.8. Engineering professionals such as energy technicians, engineers and electrical engineering technicians;
11.1.9. Persons working on critical or otherwise essential infrastructures;
11.1.10. Science and engineering associate professionals (include water plant technicians);
11.1.11. Protective services workers;
11.1.12. Firefighters/Police Officers/Prison Guards/Security Guards/ Civil Protection Personnel;
11.1.13. Food manufacturing and processing and related trades and maintenance workers;
11.1.14. Food and related products machine operators (include food production operator);
11.1.15. transport workers, in particular:
11.1.15.1. Car, Van and Motorcycle Drivers, Heavy Truck and Bus Drivers (includes Bus and tram drivers) and ambulance drivers, including those drivers who transport assistance offered under the Union Civil Protection Mechanism and those transporting repatriated EU citizens from another Member State to their place or origin;
11.1.15.2. Airline pilots;
11.1.15.3. Train drivers; wagon inspectors, maintenance workshops’ staff as well as the infrastructure managers’ staff involved in traffic management and capacity allocation;
11.1.15.4. Maritime and inland navigation workers;
11.1.16. Fishermen;
11.1.17. Staff of public institutions, including international organizations, in critical function.
11.2. transport workers or transport service providers, including drivers of freight vehicles carrying goods for use in the territory as well as those merely transiting;
11.3. patients travelling for imperative medical reasons;
11.4. pupils, students and trainees who travel abroad on a daily basis;
11.5. persons travelling for imperative family (to the funeral of a close person or for visiting persons in terminal condition) or business reasons;
11.6. diplomats, staff of international organizations and people invited by international organizations whose physical presence is required for the well-functioning of these organizations, military personnel and police officers, and humanitarian aid workers and civil protection personnel in the exercise of their functions;
11.8. seafarers;
11.9. journalists, when performing their duties;
11.10. high-performance athletes, specialists of high-performance sports, instructors of high-performance sports, sports medical staff participating in the international tournaments for the organization of which separate international rules on COVID-19 disease (coronavirus infection) management have been established and approved;
11.11. Lithuanian citizens returning from Belarus: teachers involved in the Lithuanian education in schools in Belarus and clergy performing pastoral work in Belarus;
11.14. frontier workers, posted workers and seasonal workers.
